You are correct that there's no reason for a rogue to use a shortbow rather than a light crossbow, so long as both options are available. The Light Crossbow is probably best compared to the other ranged simple weapon most commonly used by adventurers: the Shortbow. Not D&D 5e official but in the game: Attacking an enemy in dim light.
